The dummy batteries were installed when you used alkalines, and removed when you used NiCds. That's because the alkalines are 1.5 volts while the NiCds are 1.2. So 8 alkalines is 12 volts, and 10 NiCds are 12 volts. The CB HT was designed to run on 12 volts.
